Ministry of Power, Government of India has introduced the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) in April 2005 for achieving the National common Minimum Programme objective of providing access to electricity to all Rural Households over a period of four years. Rural Electrification Corporation (REC) is the nodal agency for the programme. The main aim of the programme is:

Third Party Independent Evaluation Agency - Energy Accounting under R-APDRPCPRI has bagged the prestigious consultancy as “Third Party Independent Evaluation Agency - Energy Audit (TPIEA-EA)” of Karnataka state under the R-APDRP of Ministry of Power, Govt. of India. As TPIEA-EA, CPRI shall oversee the tasks under R-APDRP through Monitoring of AT & C losses for all the ESCOMs of Karnataka. It covers 98 towns in the entire state as identified project areas under respective Distribution companies. Role of CPRI as TPIEA-EA:
Ministry of Power, Government of India has approved the continuation of the Accelerated Power Development and Reforms Programme (APDRP) during the XI Five Year Plan with revised terms and conditions as Restructured APDRP (R-APDRP) The focus of the programme shall be on actual, demonstrable performance in terms of sustained loss reduction, Establishment of reliable and automated systems for sustained collection of accurate base line data and Adoption of Information Technology in the areas of energy accounting which will be essential before taking up the regular distribution strengthening projects. The main objective of the programme is to reduce the Aggregate Technical and Commercial (AT&C) losses with a focus on actual, demonstrable performance in terms of AT&C loss reduction. C. Third Party Independent Agency under Niranthara Jyothi Yojana (NJY)CPRI has been appointed as the Third Party Inspection Agency (TPIA) for Supervision & Monitoring of the programme. Evaluation of the benefits of NJY scheme after implementation also forms part of the TPIA activity in Karnataka. As a third party Agency, CPRI shall inspect the NJY feeders both at the time of execution and after completion for quantity of materials and quality of execution. (link) Niranthara Jyothi Yojana is being implemented by the ESCOM’s of Karnataka for bifurcating the rural feeders into IP sets and domestic feeders to improve the quality of power supply to the non-agricultural loads. The main objectives of the project are:
D. Surprise Checks and inspection of complaint works attended by the utility staffThe utility pays utmost importance to Customer satisfaction through all its best services that can be ensured. One such service is attending to the customer complaints to ensure better satisfaction. Due to unsafe environments, accidents affect both the working staff and the general public in common. Service also calls to ensure the safety of their working staff and the general public to minimize accidents to the extent possible. The customers are allowed to register various types of complaints such as Failure of Power Supply, Disconnection & Reconnection, Voltage Complaints, Metering and Meter Reading, Billing Issues, Complaints regarding Transformer Centers, etc., either through Online Or SMS Or 24/7 Call Centers of the Utility. The complaints registered such are attended by the utility staff in a qualitative manner through safe means. As a Third Party Independent Agency, CPRI has to ensure the following:
E. Third Party Inspection to ensure Safety at work place on all the works carried out by the utilityCapacity building, Network up-gradation and expansion of the distribution network is a continuous process of any distribution utility to serve its customers better. In the process, there are works which are carried out either by the utility themselves or works are awarded to the contractors on partial/ complete turnkey basis. Third Party Inspections are to be carried out by CPRI on random basis on all the works carried out by the utility to ensure:
F. Assessment of Vendors for the manufacture of distribution network componentsPhysical inspections are carried out at the factory premises of the manufacturer and acceptance / routine tests are witnessed on the product for which vendor approval is sought by the manufacturer. The capability of the manufacturer to produce the reliable equipment is ensured. This ensures for a value added component in the distribution network.
