A. Third Party Independent Agency under Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY)

CPRI has been appointed as Third Party Inspection Agency (TPIA) in three tier Monitoring of RGGVY programme of the Ministry of Power; Govt. of India.

As Third Party inspection Agency, CPRI will report the progress and quality of works as per the Monitoring and Inspection report formats specified in REC guidelines. The basic areas monitored in the villages are:

  • Project Parameter
  • Highlights of major project monitoring observations of the project
  • Village snap shots of each village visited covering
    • Physical Performance in the village
    • Workmanship and construction standards
    • Quality of Materials and Equipment in the village
    • Adherence to Indian Electricity rules
    • Photographs of deficiencies & defects requiring rectification in the village

Currently the projects are underway in the following States & Districts:

  1. Karnataka
    1. Chamundeshwari Electricity Supply Corporation (CESC) - Chamarajanagar and Kodagu districts
    2. Gulbarga Electricity Supply Corporation (GESCOM) - Gulbarga district
    3. Hukkeri Rural Electric Cooperative Society Ltd., (HRECS) – Hukkeri town in Belgaum district
    4. Hubli Electricity Supply Corporation (HESCOM) - Belgaum and Uttara kannada districts
  2. Kerala
    1. Kerala State Electricity Board (KSEB) - Kannur, Kasargod, Kozhikode, Malappuram, Palakkad, Wyanad, Alapuzha, Ernakulam, Kollam, Kotayam, Pathanamthitta, Thiruvananthapuram and Trisshur districts.

Ministry of Power, Government of India has introduced the Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) in April 2005 for achieving the National common Minimum Programme objective of providing access to electricity to all Rural Households over a period of four years. Rural Electrification Corporation (REC) is the nodal agency for the programme.

The main aim of the programme is:

  • Create necessary infrastructure through
    • REDB (Rural Electricity distribution backbone) - Provision of at least one 33/11kV (66/11kV) substation of adequate capacity in each block
    • VEI (Village Electrification Infrastructure) - Electrification of every village with a distribution transformer in each habitation
    • DDG (Decentralized Distributed Generation and supply) system in villages where grid connectivity is not feasible or cost effective
  • Below Poverty line (BPL) households to get electricity connection free of charge. Revenue sustainability & supply of electricity to be ensured through franchises who could be NGOs, User Associations, Cooperatives or Individual Entrepreneurs with the associated of Panchayat Raj Institutions

B. Third Party Independent Evaluation Agency - Energy Accounting under R-APDRP

CPRI has bagged the prestigious consultancy as “Third Party Independent Evaluation Agency - Energy Audit (TPIEA-EA)” of Karnataka state under the R-APDRP of Ministry of Power, Govt. of India.

As TPIEA-EA, CPRI shall oversee the tasks under R-APDRP through Monitoring of AT & C losses for all the ESCOMs of Karnataka. It covers 98 towns in the entire state as identified project areas under respective Distribution companies.

Role of CPRI as TPIEA-EA:

  • Establishing/Certification /Reporting of (initial) Baseline AT&C loss figures of the project area as per the methodology, provided by nodal Agency. Sample checking/testing/ verification of the initial base line data of AT&C losses and the computation method.
  • Physical verification of the electrical boundary vice versa the physical boundary of project area.
  • Physical verification & site visits of energy input & output points (import/export metering locations for the project area) to ascertain the ring fencing of project area.
  • Certification of the input energy of project area for three billing cycle period for each import/export metering locations as per the methodology provided by nodal agency(input data received from utility)
  • Sample checking and verification of energy sales (metered & unmetered) data provided by the utility as per the guidelines of nodal agency
  • Verification of figures of amount billed and collected for three billing cycle period and for annual AT&C loss with respect to the data furnished by the utility.
  • Verification of addition/deletion of nodes/network elements/substation/system meters/consumers in the project area during the billing period.

Ministry of Power, Government of India has approved the continuation of the Accelerated Power Development and Reforms Programme (APDRP) during the XI Five Year Plan with revised terms and conditions as Restructured APDRP (R-APDRP)

The focus of the programme shall be on actual, demonstrable performance in terms of sustained loss reduction, Establishment of reliable and automated systems for sustained collection of accurate base line data and Adoption of Information Technology in the areas of energy accounting which will be essential before taking up the regular distribution strengthening projects.

The main objective of the programme is to reduce the Aggregate Technical and Commercial (AT&C) losses with a focus on actual, demonstrable performance in terms of AT&C loss reduction.


C. Third Party Independent Agency under Niranthara Jyothi Yojana (NJY)

CPRI has been appointed as the Third Party Inspection Agency (TPIA) for Supervision & Monitoring of the programme. Evaluation of the benefits of NJY scheme after implementation also forms part of the TPIA activity in Karnataka.

As a third party Agency, CPRI shall inspect the NJY feeders both at the time of execution and after completion for quantity of materials and quality of execution. (link) Niranthara Jyothi Yojana is being implemented by the ESCOM’s of Karnataka for bifurcating the rural feeders into IP sets and domestic feeders to improve the quality of power supply to the non-agricultural loads.

The main objectives of the project are:

  • Providing 24x7 power supply to the non-agricultural loads in villages
  • Improvement of tail end voltage
  • Provide better quality and reliable power supply
  • Cater to additional loads
  • Reduction in transformer failure
  • Increases in consumption of metered category
  • Consumption of IP sets from feeder meters
  • Prevention of tampering

D. Surprise Checks and inspection of complaint works attended by the utility staff

The utility pays utmost importance to Customer satisfaction through all its best services that can be ensured. One such service is attending to the customer complaints to ensure better satisfaction. Due to unsafe environments, accidents affect both the working staff and the general public in common. Service also calls to ensure the safety of their working staff and the general public to minimize accidents to the extent possible. The customers are allowed to register various types of complaints such as Failure of Power Supply, Disconnection & Reconnection, Voltage Complaints, Metering and Meter Reading, Billing Issues, Complaints regarding Transformer Centers, etc., either through Online Or SMS Or 24/7 Call Centers of the Utility.

The complaints registered such are attended by the utility staff in a qualitative manner through safe means.

As a Third Party Independent Agency, CPRI has to ensure the following:

  • View the complaints online, area wise & carry out surprise inspection
  • Whether safety procedures are being followed by the staff executing the works
  • Gather information regarding the type of the work inspected
  • Usage of safety equipment by the working staff
  • Creation of a safety zone in the working area

E. Third Party Inspection to ensure Safety at work place on all the works carried out by the utility

Capacity building, Network up-gradation and expansion of the distribution network is a continuous process of any distribution utility to serve its customers better. In the process, there are works which are carried out either by the utility themselves or works are awarded to the contractors on partial/ complete turnkey basis.

Third Party Inspections are to be carried out by CPRI on random basis on all the works carried out by the utility to ensure:

  • A sanctioned work order
  • Complete details of the works to be carried out
  • Actual works carried out
  • Successful completion of the works
  • Usage of safety equipment by the working staff
  • Creation of a safety zone in the working area

F. Assessment of Vendors for the manufacture of distribution network components

Physical inspections are carried out at the factory premises of the manufacturer and acceptance / routine tests are witnessed on the product for which vendor approval is sought by the manufacturer. The capability of the manufacturer to produce the reliable equipment is ensured. This ensures for a value added component in the distribution network.
